The Plano City Council approved an initial, non-binding Letter of Intent with the Dallas Stars, alongside renderings and a funding framework for a new $1 billion arena and $2 billion mixed-use entertainment district. The massive complex is planned to replace portions of The Shops at Willow Bend.
