Pros - beautiful entryway, gorgeous background, stairs as part of the “aisle” and wedding processional grand entrance, rotunda for first dance with a bird’s eye view photo opp, bathroom closer than the 4th floor bathroom

Cons - acoustically the most challenging (officiants are not allowed to wear microphones and it gets loud in city hall), not as much natural sunlight and smaller space for guests compared to the 4th floor, elevators in line of sight - makes it tricky for couples who don’t want to see each other prior to their ceremony
