On July 1, 2025, the Virginia Department of Motor Vehicles (DMV) implemented the Blue Envelope Program, as authorized under HB2501 and Code of Virginia § 46.2-203.3. This program is designed to improve communication between law enforcement and individuals diagnosed with autism spectrum disorder during traffic stops or vehicle crash investigations.
You can request a Blue Envelope at any Virginia DMV customer service center (CSC). There is no cost, and no documentation is required. The Cold Case of Dail Dinwiddie

In the early hours of September 24, 1992, a young University of South Carolina student, Dail Dinwiddie, disappeared from a popular college hangout in the Five Points area of Columbia after attending a concert at Williams-Brice Stadium to see the band U2 with some friends.

The friends traveled together to the nightclub Jungle Jim’s, but they separated sometime after arriving at 11:15 p.m. Around 1:00 a.m. Dinwiddie’s friends left the bar when they could not locate Dail. It was thought at the time that Dail Dinwiddie had either found another way home or had contacted her parents for a ride.

Dinwiddie had not left the establishment, and around 1:15 a.m., she asked a bouncer if he had seen her friends. Around a quarter of an hour later, the 23-year-old Dinwiddie, at just five feet tall and less than a hundred pounds, exited the club, walking north on Harden Street to never be seen again.
