The Future of Boxing: League Model or Fighter Protection?

Today we are talking about one of the biggest legal and business issues facing professional boxing: the future of the Muhammad Ali Boxing Reform Act, better known as the Ali Act.

We sit down with New Jersey boxing attorney Paul Haberman and Pennsylvania boxing promoter Manny Rivera of Hard Hitting Promotions to break down the future of the Ali Act, the proposed Muhammad Ali American Boxing Revival Act, UFC/TKO/Saudi influence, fighter protections, promoter power, rankings, belts, contracts, and what every boxer needs to know before signing.

Paul Haberman, a New Jersey-based attorney and partner with the Mueller Haberman Law Group. Paul brings a unique perspective to combat sports law. He is an experienced litigator, legal writer, and lecturer, and he has represented individuals and entities involved in sports, including current and former world champion boxers and mixed martial artists. He also has firsthand boxing industry experience as a former New York State-licensed boxing manager and has written extensively on legal and regulatory issues in combat sports.

For fans, this may sound like legal talk. But for fighters, managers, promoters, matchmakers, trainers, and commissions, this affects real money, real contracts, rankings, titles, opportunities, and who controls the sport.

With the rise of TKO, UFC-style league concepts, Saudi-backed boxing investment, and new proposed federal legislation, boxing may be standing at a major crossroads. The question is simple: does this new model help clean up boxing, or does it create a system where too much power sits in too few hands?

Manny Rivera, a Philadelphia-based boxing promoter with Hard Hitting Promotions. Manny has been active as a promoter and matchmaker, and Hard Hitting Promotions has been part of the Philadelphia boxing scene, including major local events and efforts to bring boxing back to historic venues such as The Met Philadelphia.

Manny brings the promoter’s perspective: what it takes to build shows, develop fighters, sell tickets, manage risk, work with commissions, and survive in a changing boxing economy.

This is so powerful!

When Jesus cried out from the cross, “My God, My God, why have You forsaken Me?” (Matthew 27:46), many people read it as only an expression of despair.

But Jesus was quoting Scripture. He was quoting Psalm 22, and every Jewish person standing there would have known it.

In Jewish teaching culture, rabbis often quoted the first line of a Psalm to point listeners to the entire passage. They didn’t have chapter numbers. The opening line was the reference. If you knew the Scriptures, you immediately knew where it came from. So when Jesus said those words, He wasn’t just expressing pain — He was directing them to Psalm 22.

And Psalm 22 describes crucifixion in stunning detail, written nearly 1,000 years before Jesus: “They pierced my hands and my feet” (Psalm 22:16), and “They divide my garments among them and cast lots for my clothing” (Psalm 22:18). That is exactly what was happening at the cross. Anyone who knew the Psalms would have understood the connection. Jesus was identifying Himself as the righteous sufferer David wrote about.

But here’s what many miss: Psalm 22 does not end in abandonment. It ends in victory. “All the ends of the earth shall remember and turn to the Lord…” (Psalm 22:27). When Jesus quoted the first line, He wasn’t declaring defeat — He was announcing fulfillment. What sounded like anguish was actually a prophetic signal. The cross was not chaos; it was Scripture unfolding in real time.

Even in suffering, He was pointing to the promise. He wasn’t abandoned. He was accomplishing exactly what had been written.
