NOPE! California does not require couples to be residents to get married here. Couples from out of state (or even out of Country!) can plan their ceremony in Greater Palm Springs and apply for a California marriage license.

The key is confirming current requirements, having the required identification and documentation, choosing the appropriate license type, and completing the licensing steps in the proper order.
