NY State Film Production Tax Credit Program
Brothers & Sisters,
I don't need to tell you that since the enactment of the New York State Film Production Tax Credit Program, we have had a revitalization of film production in New York-on all levels from the number of days of principal photography to the number of days you have worked, to the wages you have earned.
Most of this production would not be taking place if not for the incentive program. It is largely as a result of that program that the film and television industry returned to New York and then continued its great growth. That's not just the growth in union jobs with benefits for Local 600 and other Guild and Union members , but also the growth of local businesses who support our industry and the building of a motion picture infrastructure.
Today this program-and with it all the work it brings ---- is in jeopardy. Because of the demand for this program, the New York State incentive needs to be renewed now if production is going to continued unabated. We all know what a pause or drop in the incentive means for producer's decisions to shoot here, particularly for episodic series which require a longer commitment of investment--- an investment that demands long-term stability and certainty in the tax incentive program. And, with many production companies either scripting for a multiple year series well in advance of actual shooting, knowing that the program might not be extended past its 2022 sunset will quickly become a deterrent to a producer's decision to base a series in New York.
With multiple television series in production, the need and demand for more infrastructure like sound stages and specialized industry vendors increases. But in order to make that kind of major financial commitment, investors, like producers, must have long-term certainty of the incentive program.
Governor Cuomo, while supportive, did not put an extension of the program in his annual budget. That means additional measures are required, and we are working to make sure that we have the support of the Governor and Legislature to take the necessary steps to extend the program. In collaboration with all the other Guilds and Unions (IATSE New York Production Locals, Theatrical Teamsters Local 817, DGA, WGA, and SAG-AFTRA) and other industry stakeholders, we will be supporting efforts in this legislative session to extend the New York State Film Production Tax Credit Program.
You are VITAL TO OUR SUCCESS.
This is going to be a tough, all hands on board campaign. If we are to succeed in our efforts to save our jobs it will be critical that our voices are heard-that means we need the participation of the entire film and TV community in New York. We need the broad participation of Local 600 members.
So please be prepared to participate when you hear from us that action is needed. All of you who are New York residents should learn, if you don't already know, who your State Representative and State Senator are.

Give some thought about how you would tell your story of the impact of the NY Incentive on you and your family. Next week, look for email on messaging and calls to action. You will be asked to call and write your legislators and participate in events to support this effort to keep this great New York film industry going and growing.
