Found this link and found it interesting and important enough to share. Search by business name and you'll see if they have the authority to operate as a passenger "for hire" carrier in NY. Only carriers that have the proper insurance, registration and have passed stringent, semi-annual NYSDOT inspections will list a "active" in this database.
