CBD has recently taken spotlight in Hawaii and across the Nation as lawmakers are wrestling with how to regulate the industry. There will be an in depth discussion on CBD from a number of representatives from the industry Lana Papke presenting on behalf of Global CBD will speak from a caregiver and patient perspective. Joining her will be Matthew Brittain with a physicians point of view. Along with Jaime Means who will discuss processing and quality control of CBD products.

Lana Papke is a health and wellness consultant for GlobalCBD.org. She is both a consumer and consultant. She has worked with their product line for 4 years. She was a health consultant for another supplement company and decided to compliment what she was doing by bringing GlobalCBD.org to Kaua’i. She has helped hundreds of people here on Kauai and thousands worldwide. In the last 2 years she helped 17 people get cancer free, and many reduce or completely eliminate their use of prescription medication. She has been invited to speak at the MaryJane festival in Hamburg, Germany in September of 2020.

One of the goals of the 2019 Kauai Cannabis and H**p Expo is to educate the community on The Medical Benefits of Cannabis. Nurse Practitioner Marghee Maupin will be leading a discussion on this topic with Q and A to follow.

Marghee Maupin, nurse practitioner in family practice and women’s health, has worked in healthcare for more than 35 years. She has worked in numerous settings and now has a solo private practice where she offers mobile primary care and telehealth.
Marghee started her private practice largely because she felt disillusioned by the conventional model of primary care based in clinics. Patients typically were not happy with long waiting periods around commonly contagious people, having to take too much time off from work for appointments and then being rushed through the appointment once the provider enters the room. Because of the time constraints Marghee also did not feel she was offering the care that she felt good about.
Marghee and her patients are happy with this “old model” of house calls. This is a model that is re-emerging.

Sugar cane was a major agricultural crop in Hawaii and some people are looking towards H**p as Hawaii’s next major export. The 2019 Kauai Cannabis and H**p Expo would like to welcome Senator Mike Gabbard as a Keynote speaker for the H**p industry and its future in Hawaii.

Since 2006, Senator Gabbard has represented District 20 (West O`ahu), which includes Kapolei, Makakilo, and portions of Kalaeloa, Waipahu, and Ewa.
He served as Chair of the Senate Energy and Environment Committee from 2009 to May 2015, Chair of the Water, Land, and Agriculture Committee in 2016, and has been serving as Chair of the Agriculture and Environment Committee since 2017.
He also was Honolulu City Councilman for District 1 (West Oahu) from 2003-2005.
He has authored 4 h**p bills that became law between 2014 to 2017 to authorize the University of Hawai`i to establish a two-year industrial h**p remediation and biofuel crop research program and a 5-year industrial h**p pilot program within the Department of Agriculture to allow the cultivation of industrial h**p for agriculture and academic research.
His daughter, Congresswoman Tulsi Gabbard, represents Hawai`i Congressional District 2 in the U.S. House, and is currently a Democratic candidate for U.S. President.

The 2019 Cannabis and H**p Conference aims to bring support for legalization and educate the Kauai community on the legislative process. Guest speaker Gary Hooser will talk about Legalization: Engaging the Legislative process and how to shape the outcome.

Gary Hooser is presently the executive director for the Pono Hawaii Initiative (PHI), and volunteer board president of the Hawaii Alliance for Progressive Action (H.A.P.A.). He is also Vice Chair of the Democratic Party for the State of Hawaii (DPH) and a member of the Democratic National Committee (DNC).
Gary Hooser formerly represented Kauai and Niihau in the Hawaii State Senate (2002/2010) where he served as Majority Leader, he also previously served for 8 years on the Kauai County Council and was Director of the Office of Environmental Quality Control for the State of Hawaii (2011/2012).
He is a graduate of Radford High School, the University of Hawaii (B.A. Public Administration) and Kauai Community College (A.A.).
Gary moved to Hawaii 1970 and then to Kauai in 1980. Prior to entering politics he owned and operated a residential real estate office as well as a small publishing company. He is married to Claudette, has two children (Dylan and Kelli- Rose), two grandchildren (Rixon and Isabella) and a dog named Max (Maximus Aurelius).

The 2019 Kauai Cannabis & H**p Conference keynote speaker series begins with Kauai Prosecuting Attorney and a discussion on “The Changing Relationship between Law Enforcement and Cannabis”

Justin Kollar was born in 1973 in Allentown, Pennsylvania. He double-majored in History and Political Science at Boston University, graduating in 1995. Justin obtained his juris doctor degree from Suffolk University Law School in 2004 and passed the Massachusetts Bar. He worked for the City of Boston as an Assistant Corporation Counsel focusing on government services and municipal litigation, and clerked in the Massachusetts Superior Court.

In 2006, Justin moved to Honolulu to work as a law clerk for the Honorable Judge Daniel R. Foley, of Hawaii’s Intermediate Court of Appeals. While clerking for Judge Foley, Justin passed the Hawaii Bar exam in 2007. Shortly thereafter, Justin began working as a Deputy Prosecuting Attorney on Kauai, under then Prosecutor Craig A. De Costa. Justin handled traffic cases at first, and quickly moved up to handle vehicular homicide cases, felony drug cases, and supervised the District and Family Court prosecution units. In 2009, Justin left the Prosecutor’s Office for the Kauai Office of the County Attorney, working for three-plus years as a Deputy County Attorney under County Attorney Alfred B. Castillo, Jr. In this role, Justin worked extensively with the Kauai Police Department, assisting with litigation in both State and Federal Court, contract review, and personnel issues.

Longing for a return to the world of prosecution, Justin ran for and in November, 2012 was elected Prosecuting Attorney for the County of Kauai. He was re-elected in 2016. He manages a staff of 43 attorneys, clerks, victim/witness staff, and investigators. He resides in Wailua Homesteads with Sierra, a librarian at Līhu‘e Library, and their son Owen.

The Kaua’i Cannabis and H**p Expo is a one day event that will bring education and awareness about Hawaii’s Cannabis industry to the island of Kauai. Hawaii’s medical ma*****na program started in 2000 and in 2018 the first medical ma*****na dispensaries began to open up for business. The Cannabis Industry in Hawaii is almost 20 years old and has made a lot of progress since the days of “Reefer Madness”. The stigma toward cannabis use is changing and the benefits of this plant as a medicine is becoming more evident. Since the beginning of Hawaii’s cannabis program it was the community that supported the patients. As medical cannabis use is becoming more and more accepted the commoditization of cannabis has created opportunities for local communities to take ownership of their health both physically and fiscally. On September 21 we invite you to join Kauai’s Cannabis community and learn how cannabis can help improve your quality of life.

The stigma behind ma*****na use is so strong that many people here on Kauai are still hesitant to attend a cannabis event because they might be seen by someone they know and risk losing there jobs or be ostracized by their community. Hopefully more exposure of the medical ma*****na industry here in Hawaii will help break down the stigma.
