The Mindanao-Wide Consumers, Marketing, Producers, and Logistics (CMPL) Cooperatives Convention spearheaded by the Cooperative Development Authority (CDA) and Sectoral Apex Organization (SAO) in partnership with the Local Government of General Santos City thru CEMCDO - Cooperative Division, was actively participated by almost 500 attendees at Le Grand Prei in General Santos City on April 24, 2025.

This significant event brought together cooperative leaders and members from Regions IX (Zamboanga Peninsula), X (Northern Mindanao), XI (Davao), XII (Soccsksargen), Caraga, and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The convention aimed to strengthen the cooperative sector across Mindanao through collaboration, knowledge-sharing, and capacity-building.​

The convention served as a platform for cooperative leaders to share best practices, address common challenges, and explore collaborative opportunities.

Participants were engaged in discussions on sustainable growth, business opportunities, and the integration of modern technologies in cooperative operations.

The event emphasized the importance of unity and collective action in achieving long-term economic development for Mindanao's communities.

Senator Imee Marcos delivered the keynote address, underscoring the government's commitment to supporting the cooperative sector.

Various seminars and workshop were conducted, focusing on topics such as marketing strategies and business opportunities. These sessions aimed to equip cooperative members with the knowledge and skills necessary to navigate the evolving economic landscape.

The success of the 2025 CMPL Cooperatives Convention marks a significant moment for the cooperative sector in Mindanao. By fostering collaboration and sharing best practices, the event has laid the groundwork for a more cohesive and resilient cooperative movement.

Moving forward, it is anticipated that the insights gained from this convention will lead to the development of more sustainable and impactful cooperative initiatives across the region.

GenSan LGU Hosts Transport Conference to Drive Modernization

The Local Government Unit (LGU) of General Santos City, through the City Economic Management and Cooperative Development Office, is spearheading the Logistics, Growth, and Progress: General Santos City Transport Conference yesterday, March 24, 2025, at the KCC Convention Center.

The conference has brought together 440 participants from various Tricycle Operators and Drivers Associations (TODAs), National Government Agencies (NGAs), and Non-Governmental Organizations (NGOs) to tackle pressing transportation concerns, explore growth opportunities, and discuss advancements in the city’s transport system.

Expressing their support for transport modernization, Congressman Loreto B. Acharon and Councilors Elizabeth Bagunoc and Richard Atendido emphasized the importance of sustainable public transportation. Councilor Dominador Lagare, Jr., Chairperson of the Committee on Cooperative/Transport, presented key ordinances and strategic plans designed to improve the transport sector. He also underscored the vital role of transport cooperatives in driving modernization efforts.

Also present at the event were Engr. Anna Mharize Tano from the PSO, Mr. Reymundo D.J. De Guzman, Chairperson of the Agency Office of the Transport Cooperative, Atty. Pablito Benedian, Jr. from LTFRB Region XII, and PLTCOL Joel Fuerte, Chief of TEU GSCPO.

General Santos City is at the forefront of transport planning, being the first LGU to submit and secure a Notice of Compliance for its Local Public Transport Route Plan (LPTRP). This initiative aims to streamline public transport, enhance travel efficiency, reduce traffic congestion, and promote eco-friendly commuting, ensuring accessibility while adhering to government regulations and strengthening community connectivity.

As the city moves towards transport modernization, the LGU encourages the sector to embrace change without fear or hesitation. The COOP CARAVAN was successfully held on February 21, 2025, at the Function Hall of Barangay Bula, General Santos City. Under the leadership of Dr. Leonard V. Flores, Department Head of the City Economic Management and Cooperative Development Office (CEMCDO), the event brought together key stakeholders in cooperative development. It was organized by CEMCDO in collaboration with the Cooperative Development Authority (CDA) Region 12, the Department of Trade and Industry (DTI), and the Department of Labor and Employment (DOLE).

With 40 participants, the event was facilitated by Ms. Adelyn C. Yucamco, Project Development Officer III of the Cooperative Division, and Mr. Rhendell Pagco, Technical Staff. The initiative united 13 cooperative members with the shared goal of strengthening local organizations through cooperative development, business generation, and economic sustainability.

The event was a great success, marked by active participation, strong collaboration, and productive engagement. The discussions led to valuable insights, strategic partnerships, and cooperative synergies, enhancing the overall impact of the program.

Several esteemed speakers shared their expertise on cooperative development and economic programs:
• OIC Juriski B. Mangelen, Acting Regional Director, CDA XII – CDA Mandate and its Three Major Functions
• Ms. Florencia G. Roxas, CDS II/Acting Chief, CPDAS-CDA – 2025 Work Plan: Strategies, Programs, and Processes
• Ms. Sharon Faith Medecilo, Trade and Industry Development Specialist, DTI – Creative Industry Development: Industry programs, partnerships, and consultations
• Ms. Criselle Kisha Labrador (RWA) & Ms. Johara Mae D. Capala (DILP, DOLE) – DOLE Integrated Livelihood Program: Livelihood enhancement, restoration, and implementation phases
Following the presentations, the Special Projects Division shared a video on the Business Enterprise Support Trust Fund Program (BEST FUND Program).
The presence of Assistant Department Head Mr. Jose Kevin Z. Sienes and the cooperative team, led by Ms. Maria Lessa I. Barcelona, Supervising Cooperatives Development Specialist, further strengthened the event’s impact. Their support and expertise provided valuable guidance to participants.

The COOP Caravan played a crucial role in advancing cooperative initiatives, empowering local organizations, and fostering economic sustainability. It highlighted the importance of collaboration between local government units (LGUs), CDA XII, DTI, and DOLE, working together to drive economic progress and ensure the success of cooperative enterprises. Through this collective effort, the COOP Caravan helped build a stronger, more resilient cooperative sector, paving the way for sustained growth and community empowerment.

The Local Government of General Santos City through the City Economic Management and Cooperative Development Office - Cooperative Division (CEMCDO - Coop Division) led by its Department Head, Leonard V. Flores, conducted the Signing of Memorandum of Agreement between CITY FOOD TERMINAL MULTI-PURPOSE COOPERATIVE (CFTEMCO) and NAOMI’S HEART MISSION CONSUMER COOPERATIVE for the Koop Kapatid Mentorship Program.

KOOP Kapatid Mentorship Program aims to strengthen and sustain the operation of a cooperative through provision of technical, financial, and other forms of assistance to the micro and small cooperatives.

The MOA signing on February 21, 2025, held at CFTEMCO’s office, marks a significant step forward in fostering cooperation among cooperatives.

Also, present during the event were CDA OIC - RD Juriski B. Mangelen and Ms. Florencia Roxas, and CEMCDO team headed by its Assistant Department Head, Jose Kevin Z. Sienes and Cooperative Division Chief, Ma. Lessa I. Barcelona.

𝐆𝐞𝐧𝐞𝐫𝐚𝐥 𝐒𝐚𝐧𝐭𝐨𝐬 𝐂𝐢𝐭𝐲 𝐡𝐞𝐥𝐝 𝐢𝐭𝐬 𝐟𝐢𝐫𝐬𝐭 𝐂𝐨𝐨𝐩𝐞𝐫𝐚𝐭𝐢𝐯𝐞 𝐓𝐚𝐬𝐤 𝐅𝐨𝐫𝐜𝐞 𝐦𝐞𝐞𝐭𝐢𝐧𝐠

The Local Government of General Santos City through the City Economic Management and Cooperative Development Office - Cooperative Division (CEMCDO - Coop Divison) led by its Department Head, Leonard V. Flores, conducted its first Task Force Meeting on February 17, 2025 at the Husky MPC Conference Room, bringing together interested primary cooperatives to establish the city's first Cooperative Bank, Cooperative Mall and Hostel, Electric Cooperative, Water Cooperative, and Cooperative Housing.

The meeting focused on discussing the action plans for each task force, outlining the steps required, assigning focal persons, and setting official meeting schedules, ultimately aiming to establish clear direction and accountability.

These initiatives mark a significant step toward fostering sustainable economic growth and cooperative advancement in General Santos City.

The Local Government Unit of General Santos City, through the City Economic Management and Cooperative Development Office (CEMCDO) led by Dr. Leonard V. Flores, CESE, EnP, in partnership with the Bangko Sentral ng Pilipinas (BSP) and the Cooperative Development Authority (CDA) Region XII, successfully conducted the General Santos City Credit Surety Fund (GSC-CSF) Cooperative Workshop on February 12, 2025, at the Avior Hotel.

The event, guided by the BSP, was a resounding success, bringing together eight cooperatives from the city to strengthen the CSF through the development of a comprehensive strategic plan.

Key Highlights of the Workshop:
• Valuable insights were shared by Dr. Leonard V. Flores, CESE, EnP, Department Head of CEMCDO; Director Mynard Bryan R. Mojica of the BSP Financial Inclusion Office; and OIC Juriski B. Mangelen, Acting Regional Director of the Cooperative Development Authority XII.
• Expert knowledge was provided by Ms. Elleanor D. Ramos, Financial Inclusion Office Manager, with workshop assistance from Ms. Jashzeel F. Baldonado.
• Engaging collaborative activities, including:
o CSF Overview
o Organizational Structure Review
o Vision & Mission Crafting
o SWOT Analysis
o Strategic Plan Formulation

The event was also attended by Mr. Jose Kevin Z. Sienes, CEMCDO Assistant Department Head, and the dedicated cooperative team, led by Ms. Maria Lessa I. Barcelona, Supervising Cooperative Specialist, who provided essential guidance throughout the sessions.

With teamwork, dedication, and a shared vision, the General Santos City CSF is now positioned for long-term sustainability and growth.

On February 10, 2025, the Local Government Unit (LGU) of General Santos City, under the leadership of Mayor Lorelie Geronimo Pacquiao, took a significant step to support local cooperatives. Mayor Pacquiao signed Executive Order EO 06, Series of 2025, which introduces the Implementing Rules and Regulations (IRR) for the annual monetary incentive for all city-registered cooperatives holding their general assemblies, pursuant to the provisions of City Ordinance No. 18, Series of 2019, otherwise known as the "Cooperative Code of General Santos City," as amended.

The Executive Order provides a clear framework, detailing the eligibility criteria, processes, and requirements for cooperatives to access the annual incentive. The initiative will be carried out by the City Economic Management & Cooperative Development Office (CEMCDO), led by Dr. Leonard V. Flores, CESE, EnP.

This initiative reflects the city’s ongoing commitment to nurturing a thriving cooperative sector that drives economic development, fosters collaboration, and promotes social responsibility. By providing resources to strengthen and support cooperatives, Mayor Pacquiao ensures they can better serve their members and contribute to the betterment of the broader community, as a whole.

This move not only supports cooperatives but also contributes to the overall growth and progress of General Santos City, reinforcing the vision of a cooperative-driven LGU and an inclusive society. The signing of the Executive Order is a testament to Mayor Pacquiao’s commitment to building a more sustainable future for the city’s residents.

Consultative Meeting with Barangay Bula Officials, Federation, and Association Leaders

The City Economic Management and Cooperative Development Office (CEMCDO), under the leadership of Dr. Leonard V. Flores, CESE, Enp., successfully conducted a Consultative Meeting with Barangay Bula officials, federation, and association leaders. This gathering aimed to strengthen collaboration, address key concerns, and explore opportunities for sustainable cooperative and economic growth in the community.

The program began with opening remarks from Barangay Captain Nicanora T. Vargas, represented by Mr. Dexter D. Forro, Barangay Bula Administrator and Bula Men’s Federation President, who emphasized the vital role of cooperatives and associations in community development.

Ms. Adelyn C. Yucamco, Project Development Officer III of CEMCDO, acknowledged the 17 key participants representing different sectors, including:
✔ Men and Women Federations
✔ FRAME Federation
✔ Transport Association
✔ Tuna Handliner Association

Ms. Ma. Lessa I. Barcelona, Supervising Cooperative Development Specialist of CEMCDO, presented the meeting objectives and agenda, outlining the city’s commitment to cooperative development, resource sharing, and local industry integration.

A significant portion of the meeting focused on key issues and concerns, discussed by Hon. Analie V. Lajo, Chairperson of the Committee on Association and Social Services. Participants actively engaged in discussions about cooperative challenges, sectoral concerns, and areas for improvement. They also expressed their support and participation in the upcoming “Cooperative Caravan Activity,” along with other cooperative programs and projects spearheaded by CEMCDO.

The meeting concluded with closing remarks from Hon. Analie V. Lajo, who emphasized the importance of continuous engagement, collaborative efforts, and sustainable economic initiatives for the benefit of the community.

Strengthening Financial Literacy Through the BSP Lecture

The City Economic Management and Cooperative Development Office, headed by Dr. Leonard V. Flores, CESE, ENP, in partnership with the Bangko Sentral ng Pilipinas (BSP), Davao Branch, successfully conducted a lecture on Polymer Banknotes and Counterfeit Detection on January 10, 2025, at the SP Session Hall, General Santos City. The event brought together 39 active cooperatives in the city to enhance their understanding of the latest developments in Philippine currency.

BSP representative Mr. John Paul L. Capili, Senior Research Specialist, highlighted the security features of the New Generation Currency (NGC) and Polymer Banknotes, emphasizing their durability, eco-friendly benefits, and advanced anti-counterfeiting measures. Practical techniques for detecting counterfeit banknotes were also demonstrated, equipping participants with valuable tools to safeguard their financial transactions.

This initiative reflects the city’s commitment to empowering cooperatives with knowledge and ensuring their active role in promoting monetary security and financial literacy within their communities.

The department, through the Cooperative Division, thanks all participating cooperatives and the BSP Davao Branch for their invaluable contribution to the success of this activity. Together, we are building a financially secure and resilient cooperative sector in General Santos City.

The activity concluded with heartfelt closing remarks delivered by Ms. Adelyn C. Yucamco, Project Development Officer III, who emphasized the importance of collaboration and sustained efforts in ensuring the success of this initiative. Her message inspired participants to continue working together toward a progressive and inclusive General Santos City. The event was successfully facilitated by Ms. Arrianne B. Aniversario and Mr. Rhendell T. Pagco of the Cooperative Division.
