विघटित राजतन्त्र पछि सन् २००८ मा नेपाल संघीय लोकतान्त्रिक गणतन्त्र घोषणा भएपछि नेपालको राजनीतिक परिवर्तनको नेतृत्व गर्ने अन्तरिम व्यवस्थापिका निकायलाई संविधान सभा भनिन्थ्यो । यो संस्था नयाँ नेपालको संविधान लेखन र कार्यान्वयनको जिम्मेवारीमा थियो ।
संविधान सभा विभिन्न राजनीतिक विचारधारा र जातीय समूहहरू मिलेर बनेको थियो । नेपालको वर्तमान राजनीतिक परिदृश्य निर्माणमा यसको महत्वपूर्ण भूमिका रहेको थियो । यसको मुख्य लक्ष्य समावेशी र लोकतान्त्रिक संविधान बनाउनु थियो जसले नेपालको दीर्घकालीन सामाजिक-राजनीतिक समस्याहरूको समाधान गर्नेछ।
संघीय संसदीय प्रणालीको स्थापना यही ऐतिहासिक संविधान सभाको प्रयासको परिणाम हो ।
