First of all, what are web-apps? These are applications that run via the browser (e.g. Safari or Google) of your device. Web-applications can be opened by visiting a unique web address (url). Native apps are applications that are specific developed for e.g. the iTunes Appstore and/or Google play store. Native apps can be downloaded via these appstores.
One cannot say that one of these apps is a better choice than the other. We have to take a look at the demands of the organiser. For example, is it necessary to be able to send push notifications? Then native apps are the only solution, as browsers do not allow sending push notifications. But if you need a branded app and your budget is limited you might consider choosing a web-app. A big advantage of web-applications is that they run cross-browser, meaning you can open the app on many different devices (Apple, Android, Windows, etc).
