The Caribbean Electric Utility Services Corporation (CARILEC) is an association of electric energy solutions providers and other stakeholders operating in the electricity industry in the Caribbean region, Central and South Americas and Globally. The CARILEC Secretariat endeavors to improve communication among its members, providing technical information, training, capacity building, conference, an

d other services. The Secretariat plays a leading role in electric utility advocacy, growth, and sustainability in the Region. Currently, CARILEC has over one hundred and ten members (110). This includes thirty two(32) Full Members that are electric utilities and over 75 Independent Power Producers (IPPs), Associate and Affiliate Members that are companies involved in some aspect of servicing the electric utility business. CARILEC's vision is to be the premier association of electric energy solutions Providers and their partners, facilitating the development of world class sustainable electric energy solutions for all peoples of the Caribbean Region States. CARILEC will enhance the effectiveness of its members by providing industry related services, creating regular networking, training and knowledge sharing opportunities; supporting mutual assistance programs and accelerating the Caribbean Region’s energy sector transition, through innovation and advocacy.

The Regional Energy Sector Mourns the Sudden Death of NV GEBE’s Troy Washington.

The Board of Directors, Management and Staff of the Caribbean Electric Utility Services Corporation (CARILEC) is deeply saddened to learn of the passing of Mr. Troy Washington, the Temporary Manager/Special Representative of NV GEBE. This tragic news has left a profound impact not only on the employees of NV GEBE, but also on the region and the entire electric utility industry.

Mr. Washington was a visionary leader, whose commitment to innovation, sustainability, and customer service served to energize the process of transformation of NV GEBE into a benchmark for excellence in the regional electric utility sector. Under his leadership, the company was able to make progress on initiatives that advanced energy solutions, improved infrastructure resilience, and enhanced staff engagement.

Beyond his professional accomplishments, Mr. Washington was known for his unwavering dedication to community engagement and advocacy for the industry. He believed in the importance of connecting with stakeholders and fostering collaboration to address the evolving challenges in energy production and distribution.

Our thoughts and condolences are with Mr. Washington’s family, friends, and colleagues at this difficult time. We recognize the tremendous loss felt by the entire NV GEBE team and the communities they serve. He will be remembered not only for his professional achievements but also for his kindness, dedication, and passion for the electric utility industry.

We encourage all members of the electric utility community to reflect on Troy’s contributions and to carry forward his commitment to excellence in service, sustainability, and innovation.

We had such an incredible kick-off to CARILEC’s 2025 Human Resources, Corporate Communications, and Customer Service Conference in St. Kitts!

The Opening Ceremony featured inspiring opening remarks from our esteemed keynote speaker, Governor Timothy N.J. Antoine, Clement Williams, General Manager of SKELEC, Dr. Cletus Bertin, Executive Director of CARILEC, and so much more.

Senior level executives from 22 regional electric utilities and 3 IPP's participated in this year’s conference. The 2025 Human Resources, Corporate Communications, and Customer Service Conference run from March 23 – 26 and was co-hosted by SKELEC and sponsored by Crescent Digital, Aggreko, Delta Petroleum, and the St. Kitts Tourism Authority.

Yesterday, we held a live conference edition of the Beyond the Wire series on the topic “The Art of Impactful Communication in the World of AI” during the Human Resources, Corporate Communications, and Customer Service Conference Conference.

The feature Guest, Ms. Danique Zimmerman, Senior Communications Advisor, from Aqualectra, Curacao.

In today’s fast-paced digital world, communication is evolving rapidly, and AI is reshaping the landscape, but the human touch remains irreplaceable. The Beyond the Wire fireside chat explored what makes communication truly impactful. We spoke on how the definition of “effective communication” has changed in the digital age and how to keeping messaging human in an AI-driven world.

Danique also took a different approach to get AI technology to answer some of the questions posed during the fireside. The key takeaway, humans bring heart. That connection can never be replaced by technology, and as communicators, we must always ensure that empathy, connection, and energy come through in our messaging.

The session was moderated by CARILEC's Assistant Member Services Manager, Chelsa Jongue.

The event started off with a dynamic panel discussion with this year’s theme: Beyond Compliance: Creating a Culture of Caring, Communication, and Commitment. Panellists included Cletus Bertin, Executive Director, CARILEC, Patrice Harris, Corporate Communications Manager, SKELEC, Michael Stewart, Communication Consultants Tobago Limited, Sonia Edwards, The Human Resource Solution, and Mishlyn Stephen, Commercial Head Operations, NV GEBE.

Our speakers shared insights on moving “Beyond Compliance” by prioritizing employee well-being through genuine care, transparent communication, and unwavering commitment to organizational values.
