The Caribbean Electric Utility Services Corporation (CARILEC) is an association of electric energy solutions providers and other stakeholders operating in the electricity industry in the Caribbean region, Central and South Americas and Globally. The CARILEC Secretariat endeavors to improve communication among its members, providing technical information, training, capacity building, conference, an

d other services. The Secretariat plays a leading role in electric utility advocacy, growth, and sustainability in the Region. Currently, CARILEC has over one hundred and ten members (110). This includes thirty two(32) Full Members that are electric utilities and over 75 Independent Power Producers (IPPs), Associate and Affiliate Members that are companies involved in some aspect of servicing the electric utility business. CARILEC's vision is to be the premier association of electric energy solutions Providers and their partners, facilitating the development of world class sustainable electric energy solutions for all peoples of the Caribbean Region States. CARILEC will enhance the effectiveness of its members by providing industry related services, creating regular networking, training and knowledge sharing opportunities; supporting mutual assistance programs and accelerating the Caribbean Region’s energy sector transition, through innovation and advocacy.

CARILEC is pleased to announce the successful completion of a series of strategic engagements in Washington, D.C. aimed at advancing Caribbean energy priorities and strengthening strategic partnerships that support the long-term resilience and transformation of the region’s electricity sector.

The visit was designed to position Caribbean utilities within global policy and financing discussions while clearly articulating the region’s energy needs investment opportunities and readiness for collaboration. Through targeted meetings with United States Federal Government and multilateral institutions, CARILEC highlighted the importance of energy security grid resilience and sustainable financing to the economic stability and climate resilience of Caribbean nations.

During the engagements the unique operating realities of Caribbean utilities including small, interconnected grids, exposure to extreme weather events, and dependence on imported fuels were discussed, and practical pathways for responsibly financed sustainable energy projects that can deliver measurable regional impact were considered. Discussions focused on translating policy interest into actionable investments that strengthen electricity infrastructure, support clean energy transitioning and accelerate post disaster recovery.

The delegation was led by Mr. Wayne Caines Chairman of the CARILEC Board and President and CEO of the BELCO, alongside Mr. Hugh Grant, President and CEO of JPS.

The engagement reinforced the strategic importance of the Caribbean energy sector and the role electric utilities play in national development and regional stability. Conversations with development finance partners explored opportunities for utility scale investments that can serve as models across CARILEC members. Ongoing dialogue with the Inter-American Development Bank reaffirmed a shared commitment to grid modernization, capacity building and long term sustainability.

Through these engagements CARILEC advanced a unified regional message that Caribbean utilities are prepared to implement sustainable and transformational energy solutions supported by structured financing and strong partnerships. CARILEC will continue to build on this momentum as it works with partners to deliver tangible outcomes that enhance reliability, resilience and energy security for the region.

During their visit to Jamaica last week, CARILEC’s Board of Directors travelled to some of the most heavily impacted areas of the island to gain firsthand insight into the damage to Jamaica Public Service Company’s (JPS) infrastructure caused by Hurricane Melissa.

These site visits allowed Directors to observe restoration work in progress, engage directly with lineworkers and technical teams, and better understand both the scale of the damage and the journey ahead toward full restoration.

Directors met with regional crews deployed under the CARILEC Disaster Assistance Programme (CDAP), representing utilities from across the Caribbean. Since Hurricane Melissa impacted Jamaica in October 2025, CARILEC has supported JPS through the coordinated deployment of approximately 170 lineworkers and critical equipment, in collaboration with the Caribbean Disaster Emergency Management Agency (CDEMA) and with assistance from the United Kingdom’s Foreign, Commonwealth & Development Office (UK FCDO).

The presence and support of our regional utility leaders stands as a powerful demonstration of Caribbean solidarity in action, reaffirming that when one island is impacted, the entire region stands together.

CARILEC's Board of Directors last week visited the Incident Command Centre at the Jamaica Public Service Company (JPS) Headquarters , and the System Control Centre, receiving a comprehensive overview of the electricity network, restoration progress to date, and the operational complexities involved in rebuilding the grid.

During the tour, the JPS team outlined how restoration planning, coordination, and ex*****on are being managed island wide. Directors also received a detailed overview of the electricity network, and other key aspects of JPS’s strategy to “build back better”.

Approximately 542,000 customers of JPS, which represents 77% of their customer base, lost power as a result of the passage of Hurricane Melissa. To date, over 400,000, representing 80%, now have electricity.

Jamaica is currently progressing steadily to recovery. CARILEC remains committed to helping its members rebuild stronger, restore faster, and advance a more robust and reliable Caribbean energy sector.

CARILEC's Board of Directors concludes 2025 with its year-end Board of Directors Meeting in Jamaica.

The Board met in Jamaica last week for its 141st Meeting, underscoring the importance of situating regional governance alongside real-time operational realities.

JPS's President and CEO, Mr. Hugh Grant, who also serves as a member of the CARILEC Board, provided a comprehensive update on JPS’s efforts following Hurricane Melissa, the utility’s post-restoration strategy, and the measures being implemented to support frontline teams, customers, policy makers, and regulators, as recovery efforts continue.

As CEOs who have led their own utilities through major hurricanes and disaster recovery efforts, CARILEC Board members were uniquely positioned to share practical insights, lessons learned, and strategic guidance drawn from their own experiences as JPS continues with the implementation of its restoration and rebuilding strategy.

Hosting the meeting in Jamaica underscored CARILEC's solidarity with JPS and the island of Jamaica as it continues recovery efforts following Hurricane Melissa.

CARILEC Disaster Assistance Programme (CDAP) deployments to Jamaica would not have been possible without the support of our regional and international partners.

Through the Caribbean Disaster Emergency Management Agency (CDEMA), we were able to secure crucial assistance from the UK’s Foreign, Commonwealth & Development Office (UKFCDO). Their funding is directly supporting the deployment of CARILEC lineworkers to help restore Jamaica’s electricity grid after Hurricane Melissa.

Partnerships like these strengthens our ability to respond faster, restore safer, and rebuild stronger.

When hurricanes and natural disasters strike, the CARILEC Disaster Assistance Programme (CDAP) is the mechanism that unites the Caribbean’s energy sector in swift, coordinated action.

Established in 1998, CDAP brings together 27 member utilities, all of which fund the programme through annual contributions. This shared investment ensures that, when disaster hits, the region can respond quickly, efficiently, and as one.

Here’s some of what CDAP does:
📍Rapid Deployment of Lineworker Crews & Resources - Skilled teams from unaffected islands are deployed to restore electricity, repair damaged infrastructure, and rebuild stronger.
📍Regional Coordination & Support - CARILEC activates its disaster response system, maintains real-time communication, and oversees safe, organized restoration efforts.
📍Financial & Logistical Assistance - CDAP covers key costs tied to restoration crew deployment, and specialized support.
📍Preparedness & Knowledge Sharing - Through training, preparation of disaster manuals, and regional planning, CDAP strengthens readiness long before storms hit.

For over two decades, CDAP has been at the heart of regional recovery after major storms including Hurricane Beryl as recently as 2024, and now Hurricane Melissa, consistently proving that together, we are stronger.
