[+] Life System. Do Not Attack.
The horrific terrorist attack on the Army Public School in Peshawar, Pakistan, resulted in the killing of 145 people, including 132 schoolchildren, ranging between eight and eighteen years of age. This was a stark reminder of the reality that terrorists will resort to brutal acts for spreading terror irrespective of any strategic or political aim.
This is no different than the increasing attacks from cyber terrorists on various online systems and devices irrespective of the systems affiliation or purpose. The problem becomes acute in event of targeted cyber war and cyber conflicts that take place discreetly between various nations.
In actual battle field, the emblems of the International Red Cross and Red Crescent Movement, under the Geneva Conventions, are to be placed on humanitarian and medical vehicles and buildings, and to be worn by medical personnel and others carrying out humanitarian work, to protect them from military attack on the battlefield.
We believe that the Cyber space is the new digital battlefield and the world is constantly at war from faceless cyber criminals. It is increasingly important to accept the reality and take a step towards identifying and protecting digital medical resources such as computer systems, network devices, systems based on internet of things, medical equipment’s connected online and servers carrying critical medical records from cyber criminals.
These systems must be marked online with a digital protection symbol, in a prominent manner which makes them identifiable as “life systems” or digital devices that are serving human life – so that cyber criminals refrain from attacking them at all times.
This can be achieved by a simple “protective symbol” or “emblem” in the banner of such digital systems, enabling their easy identification as life systems that should be protected and not targeted in any event.

The Indian Infosec Consortium proposes that a digital banner such as [+] be included as a digital protective emblem in all life system devices. We hope that The International Red Cross organization and all countries who are working in compliance with the rules of Geneva Conventions will adopt it for protection of such life systems from cyber conflicts.
Need of Dedicated IP Range for “life system” Devices.
We urge that ICANN designate a dedicated IP network range for all qualified “life system” devices to help identify and protect such systems.
