OFFICIAL STATEMENT FROM ACT IS APT

The ACT APT movement wishes to officially express its deep concern regarding the process leading to the recently concluded KMRFA Elective Congress held on 25th May 2026.

Our position remains clear and consistent: football administration must be guided by accountability, credibility, transparency, and strict adherence to constitutional processes.

The decision by our camp to withdraw from the election process was not out of fear or lack of support, but out of principle and concern over several serious procedural and governance issues surrounding the congress.

Among the concerns raised were:

• The absence of a properly constituted Electoral Committee until the day of the election.

• Concerns regarding constitutional amendments and processes.

• The non-holding of Annual General Meetings over the past four years.

• The absence of independently audited financial reports by an external auditing body.

• Concerns regarding transparency, governance, and compliance with constitutional procedures.

• Interference with some of the Gambia football federation GFF senior members in the Electoral process by appointing the GFF Communication Director Baboucarr Camara as chairman of the electoral committee was unconstitutional especially on the day of the congress instead of a year ago according to the constitution.

• Nomination process was unlawful and unfair to candidates who sent in their interest for an executive post, which was sent to the outgoing executive when it was supposed to be sent to an independent body known as the electoral body which was not in place until the day of the elective congress which was a huge constitutional violation.

As stakeholders who care deeply about grassroots football and the integrity of football administration within the Kanifing Municipality, we believe these concerns cannot simply be ignored in the interest of fairness, accountability, and the future credibility of our football structures.

We therefore respectfully call on:

• The Gambia Football Federation (GFF)
• The National Sports Council (NSC)
• The Ministry of Youth & Sports
• KM Sports and relevant stakeholders

to look into the concerns surrounding the electoral process and take the necessary steps in the interest of justice, transparency, and good governance.

This movement has never been about personalities or positions. It has always been about protecting the integrity of football administration and ensuring that future generations inherit structures built on fairness, accountability, and trust.

The ACT, APT campaign remains committed to respectful, issue-based engagement focused on the future of football within the Kanifing Municipality.

Our concerns have always centred on governance, accountability, transparency, and constitutional compliance within the KMRFA. These are matters that affect all clubs and stakeholders, and raising such concerns should never be interpreted as division or hostility.

Modou Yusupha Cham believes that football administration should encourage open dialogue, respect differing opinions, and create room for reforms that strengthen the game for everyone.

This campaign is not built on insults, misinformation, or personal attacks. It is built on ideas, participation, and the belief that KMRFA can move forward together through accountable and progressive leadership.

We therefore encourage all stakeholders to remain calm, respectful, and focused on the bigger picture: the growth and development of our football.

Official Statement from ACT is APT Team

The ACT is APT Team has taken note of the response issued by the KMRFA concerning the alleged governance violations.

At the outset, the ACT is APT Team categorically and unequivocally rejects the KMRFA’s response, which we consider to be baseless, unfounded, and made in bad faith.

Historically, the leadership of KMRFA has demonstrated a consistent pattern of non-compliance with its own constitution. Over the past eight years, only two Annual General Meetings (AGMs) have been held, namely, the 2020 AGM and the 2022 AGM and Elective Congress. Both took place under the leadership of Pa Yusuf Samba, during whose tenure many current Executive Committee members also served. Notably, no AGMs were conducted in 2019 and 2021, representing a clear and serious breach of constitutional requirements.

Regrettably, governance standards have further deteriorated under the current Executive Committee led by Mustapha Jallow. The pattern remains unchanged: the same individuals, the same practices, and the same disregard for sound governance principles. Critically, no AGM has been convened in the past four years. This is, therefore, not an isolated or recent issue but part of a longstanding and persistent pattern of non-compliance. The public admission that AGMs have not been conducted for four years raises fundamental questions regarding the legitimacy and eligibility of the current Executive Committee to seek re-election.

The individual who has consistently brought these governance concerns to light and advocated for adherence to the rule of law within the Kanifing Municipality is Mr. Modou Yusupha Cham. His efforts date back to as early as 2020. Prior to making these matters public, Mr. Cham formally submitted his concerns and recommendations to the KMRFA leadership through internal channels but received no response.
Among the issues raised was an unaccounted sum exceeding D500,000, as reported during the 2022 AGM and Elective Congress. It was agreed at the time that the incoming leadership under Mustapha Jallow would review these concerns and convene an extraordinary session to address them. Four years later, no such action has been taken.

Furthermore, Mr. Cham raised the issue of the failure to convene AGMs during the 2024 pre-season meetings. The KMRFA leadership’s response that they were not permitted by the GFF to hold AGMs, was both disappointing and unsatisfactory. In light of this, Mr. Cham ceased further internal engagement on the matter and opted to bring it to public attention in the interest of transparency and accountability.

The ACT is APT Team also clarifies that Mr. Cham is not engaged in any personal undertaking; he is currently on an official government assignment in China.

It is imperative to underscore that constitutional procedures governing electoral processes must be strictly observed prior to the organization of any Elective Congress. The recent circulation of an allegedly amended constitution only days before the elections raises serious concerns regarding due process, transparency, and fairness. For the record, Mr. Cham attended the 2020 AGM as a SESDO delegate, and the matters discussed therein are well documented among stakeholders. The purported amendments were neither tabled for deliberation nor approved by the relevant stakeholders.

Additionally, engagement with one of the signatories to the purportedly amended constitution has confirmed that due process was not followed. This development raises grave concerns about the integrity of the process and suggests deliberate attempts by certain individuals to retain power through improper means.

For the avoidance of doubt, Mr. Cham did not propose or request any meeting with Mustapha Jallow or the KMRFA Executive Committee. Rather, following the announcement of his candidacy, he and his team were invited by the GFF leadership to participate in unity discussions. Three such meetings were held under the coordination of the GFF. Throughout these engagements, the ACT is APT Team remained principled, constructive, and committed to advancing “The KM We Want.” The process was respected in its entirety until its conclusion.

It is also on record that during the first of these GFF-convened meetings, the KMRFA Secretary General made a deeply concerning statement, indicating an intention to “go dark”, a remark widely interpreted as a threat involving potential harm through spiritual means, against any individual opposing him. Notwithstanding this conduct, the ACT is APT Team maintained professionalism, restraint, and discipline throughout all engagements.

It should further be noted that Mr. Modou Yusupha Cham was offered the position of Second Vice President during the 2022 Elective Congress by Mustapha Jallow; however, he declined on principle. Since then, he has consistently held the KMRFA Executive Committee accountable through both private engagement and public advocacy. The exposure of these governance deficiencies and the sustained demand for accountability are directly attributable to his efforts.

In light of the foregoing, Mr. Modou Yusupha Cham merits recognition and commendation from stakeholders within the Kanifing Municipality for his integrity, courage, and steadfast commitment to good governance.
