Foreign Investment Congress RE_OPEN UKRAINE.

Foreign Investment Congress is an investment platform that brings together key stakeholders to attract international and private capital for Ukraine's recovery. The Foreign Investment Congress is a permanent communication platform that unites key stakeholders to foster economic transformation, strengthen capacity, and promote the sustainable and smart recovery of Ukraine. THE PLATFORM THAT UNITES:


• Foreign investors and international business
• Representatives of local communities and regional businesses, including veteran-owned enterprises
• International financial institutions and private financial providers
• The Government of Ukraine and diplomatic missions representing foreign governments

MISSION OF THE CONGRESS:
To unite global capital and key stakeholders in order to mobilize the private sector to support the recovery, modernization, renovation, and reconstruction of Ukraine based on equal opportunities, transparent rules, fair competition, protection of private property, and the rule of law. To strengthen the capacity of communities and increase the competitiveness of both regional and veteran-owned businesses to preserve human capital and ensure the successful reintegration of defenders returning from the frontline. CONGRESS GOALS
For foreign investors and businesses
To help effectively and securely achieve investment and business goals in Ukraine through:
• Access to verified investment projects
• Direct communication with the government and local communities
• Understanding investor rights protection and security guarantees

For local communities and regional as well as veteran-owned businesses
To provide an opportunity to present investment projects and ensure:
• Space for meetings with potential investors
• Networking with international financial providers
• Access to effective financial instruments
• Support for veteran entrepreneurship

For international financial institutions
To provide an opportunity to:
• Attract global capital for Ukraine's reconstruction
• Present conditions for access to capital
• Showcase effective financial instruments and solutions
• Establish direct partnerships with local communities as well as regional and veteran-owned businesses

For the Ukrainian government
Provide space for:
• Presenting Ukraine's investment attractiveness
• Showcasing the map of regional investment opportunities and infrastructure projects
• Conveying information about security guarantees, transparency, equality, and predictability in the business process
• Confirming the rules of law and the protection of private property, as well as investors’ rights and interests

🎤 Stanislav Ryzhenkov, Kyiv’s Commissioner for the Rights of War Veterans, joins the speaker lineup of the Fifth Foreign Investment Congress 2026.

💬 Stanislav Ryzhenkov is a Ukrainian veteran and public official born in Kharkiv in 1992. He served in the National Guard from 2012 and fought in eastern Ukraine from 2014. Since 2018, he served in the Azov Regiment, defending Mariupol during the full-scale invasion, where he was wounded and later held in captivity.

💬 After returning to service in 2023, he fought on several frontline directions before being honorably discharged in 2024. Since 2025, he has served as Kyiv’s Commissioner for the Rights of War Veterans.

💬 Rostyslav Dyuk has over 15 years of experience in the financial and banking sector, including C-level roles in banks. He is Chairman of the Board of the Ukrainian Association of Fintech and Innovation Companies.

💬 Previously, he worked for two years as Team Lead for Digital Finance in the USAID “Financial Sector Transformation” project. He is also Chairman of the Committee on Fintech of the Ministry of Digital Transformation of Ukraine, author of the first Ukrainian Fintech Catalogue and ecosystem map, ideologist of UAFIN.TECH, and an expert of the Ukrainian Startup Fund.

💬 Lia currently heads the “Living Forward” educational and grant programme, authored the “Financial Workshop” course on how to write a grant application for a veteran business, and serves as Director of the Redut Charitable Foundation, established in cooperation with veteran entrepreneurs.

💬 Throughout 2025, the Foundation supported veteran businesses through a series of initiatives, including the panel discussion “Business in Times of War: The Economy of Dignity” in Poltava, over 100 individual consultations for veterans on starting and developing their own businesses, a study tour to Poland for veteran entrepreneurs and their family members, and research on the needs of veteran-owned businesses.

On May 12, a preparatory meeting was held with representatives of diplomatic missions accredited in Ukraine.

🎤 Maryna Khlystun, Executive Director of UkraineInvest, emphasized the importance of the Congress as a platform for dialogue between the state, business, and international partners on Ukraine’s investment development.
