Breaking: Major General Atem Salva Kiir Mayardit has been appointed Commander of the Tiger Division (Republican Presidential Guards), replacing Major General Madhang Deng, who served 11 months.

Atem — son of President Salva Kiir — was promoted from Brigadier to Major General four days ago. He previously commanded the National Security Special Forces for more than three years.

JUBA - South Sudan’s finance minister has presented a proposed SSP 11.34 trillion national budget for the 2026-27 financial year, with nearly 80% of projected revenue expected to come from oil and significant funding allocated for the country’s upcoming general elections.

Finance Minister Kuol Daniel Ayulo tabled the budget before the Transitional National Legislature on Tuesday, outlining government plans for the fiscal year.

According to the proposal, oil revenues are expected to generate SSP 9.01 trillion, making up the largest share of government income.

The budget sets aside SSP 183.99 billion to support pre-election activities and the general elections scheduled for Dec. 22, 2026.

Speaker Joseph Ngere Paciko referred the budget to the standing specialised committees of both houses of parliament for review. The committees have been given one week to scrutinise the budgets of government spending agencies and submit their findings to their respective parliamentary clusters.

He instructed committees to review the spending plans of agencies under their jurisdiction and report back within a week.

Under the parliamentary timetable, the clusters will forward their reports to the Economic Cluster within two weeks. The Economic Cluster will then have 21 days to present a second-reading report to the legislature.

Parliament will debate and consider the proposed budget before voting on its adoption.

The United Nations Mission in South Sudan has brought displaced residents and police together for a five-day forum aimed at supporting trauma healing and rebuilding trust after clashes that killed nine people in an internally displaced persons camp last month.

The forum brings together 250 participants, including 150 community members and 100 police officers, to discuss the impact of the violence, ways to support affected residents and measures to strengthen relations between the community and security forces.

UNMISS Civil Affairs Officer Marie-Rose Fernande Alexander said the forum provides an opportunity for residents to support one another and begin recovering from the loss.

“Healing does not mean forgetting. Healing means learning how to carry our memories with love while finding the strength to continue living with hope and purpose,” Alexander said.

The forum comes as residents continue to deal with the effects of the violence, which has affected relations within the displaced community and with security personnel.

Gatchang Nyier Pouch, chairperson of the IDP camp’s Community High Committee, said residents had faced significant difficulties following the incident.

He welcomed the opportunity for community members to participate in discussions on trauma healing.

The forum is also expected to provide space for community members and police to discuss concerns and strengthen dialogue as part of efforts to prevent further violence and promote lasting peace in the camp.
