Agreement on Pay Parity for Allied Health Professionals

HM Government of Gibraltar and Unite the union jointly welcome the signing of an agreement on the parity principle for Allied Health Professionals employed by the Gibraltar Health Authority.
The agreement aligns the pay of Allied Health Professionals with the equivalent United Kingdom National Health Service Agenda for Change pay scales. It takes effect from 1 April 2025 and covers staff across pharmacy, physiotherapy, occupational therapy, dietetics, radiography, speech and language therapy, optometry and orthoptics.

Under the agreement, parity rates for the majority of grades will be applied and backdated to the 1st April 2025. A number of senior grades will move to parity on completion of the relevant assimilation process (namely Agenda for Change), and in any event no later than 31 July 2027.

Both parties recognise the professionalism and commitment of Allied Health Professionals and the essential role they play in the delivery of care across the GHA. The agreement provides these staff with fair and comparable remuneration, and gives the Authority a clear and settled basis on which to plan for the future.

The agreement was endorsed by Allied Health Professionals through a ballot held by Unite the Union, on a 69% turnout, 95.9% voted in favour of the implementation and 4.1% against.
The agreement is entered into as a full and final settlement of the parity claim. Both parties are committed to its faithful implementation and to continued constructive engagement through the established industrial relations framework.

💬 The Minister for Health, Care and Business, the Hon Gemma Arias-Vasquez MP, said: “I want to thank the Allied Health Professionals for their patience throughout this process. It has been a lengthy one, but this was a matter we needed to get right, and I believe we have. The Government has been absolutely committed to the principle of parity from the outset. That commitment is why this deal is backdated to 1 April 2025, so that these dedicated staff receive what is fairly owed to them. I am grateful to Unite’s members for the constructive spirit in which this settlement was reached.”

💬 Stuart Davies, National Officer for Unite the Union Gibraltar said: “This was not an easy negotiation; however, we are delighted to have finally reached agreement and to have taken the first and significant step towards establishing parity within the Allied Health Professional grades. I would like to recognise the constructive manner in which HMGOG and the GHA approached these sometimes challenging negotiations, plus to thank our Allied Health Professional shop stewards and members for their energy, input, knowledge and support throughout this process. That they are and will be properly recognised on a parity basis compared to their UK counterparts is very positive.”

UNITE THE UNION MEMBER BULLETIN

Public Sector Minimum Entry Salary – Back Pay Update

Dear Members,

Following the recent Government announcement regarding the outstanding minimum entry salary back pay, we would like to provide members with a further update.
Members will be aware that there are two backpay payments in respect of those employees paid below the minimum entry salary:-

🔸Pay 2025/26 – an agreement was reached between HMGOG & Unite regarding the minimum entry salary for the period 1st April 2025 to 31st March 2026 which has been set at £24,413. Any employees paid below this full time equivalent rate for the pay period would receive back pay for the difference in actual pay and the minimum entry salary, this calculation would apply through to allowances and overtime etc.

Following discussions, we have been informed that the delay in processing the back pay has been due to the significant administrative undertaking involved in calculating the amounts owed, given the considerable number of employees affected.

It is recognised that there is significant work in calculating the backpay; however we fully appreciate the frustration caused by the delay given that our agreement with HMGOG stated that these payments would be made no later than 1st August 2026. We have now been advised that payments are expected to begin being made over the coming weeks.

We understand that payments will be processed in batches, with weekly-paid employees expected to be amongst the first group to receive their back pay due to a more straightforward calculation method, followed by the remaining affected employees as the calculations and payments are completed.

Unite will continue to monitor the situation closely and seek updates to ensure that all affected members receive the monies owed to them as soon as possible.

🔸Pay 2026/27 – a key part of the Unite public sector pay claim was for an automatic analogy to the UK minimum entry salary to be introduced and it was pleasing that this formed a key part of the pay proposal announced at Budget 2026 which was subject to a positive ballot of Unite members.

We have been awaiting public sector pay to settle in the UK, which it has in the last two weeks, as such Unite wrote to HMGOG on the 1st September confirming the settlement of UK public sector pay, the minimum entry salary from 1st April 2026 of £25,614 and seeking introduction of the same within Gibraltar.

Any employees paid below this full time equivalent rate for the pay period 1st April 2026 to 31st July 2026 would receive back pay for the difference in actual pay and the new minimum entry salary, this calculation would also apply through to allowances and overtime etc. The pay period is different as once the 1st August 2026 pay increase in Gibraltar is applied this takes the minimum entry salary above the UK position.

Unite has received an acknowledgement from HMGOG, that they are independently verifying the position and then the new minimum entry salary will be applied, with backpay applied. This will clearly be processed once the minimum entry salary backpay for the period 1st April 2025 to 31st March 2026 has been paid.

We thank our members for their continued patience and will provide further information as soon as this becomes available.

In solidarity,
Unite the Union – Gibraltar

UNITE SECURES 4% PAY RISE AS MITIE DISPUTE IS SETTLED

Unite the Union and Mitie have reached a two-year pay agreement following the threat of strike action after Unite members overwhelmingly rejected the company’s final pay offer.

The agreement was reached today following further negotiations between Unite and Mitie, after members voted yesterday to reject the company’s final offer of 3%.

Under the new two-year agreement, Unite has secured the membership’s mandated 4% pay increase for Year One.

For Year Two, members have accepted an inflation-linked pay increase. Importantly, there will be no cap on the inflationary increase, meaning that if inflation were to reach, for example, 6%, the full 6% increase would be applied across the board.

In addition to the pay agreement, Unite and Mitie have also held constructive discussions regarding the deterioration in industrial relations and communication issues raised by the Unite.

Both sides have agreed on a new working formula designed to improve communication and strengthen the relationship between the Union and the company. This will include monthly meetings with local management, alongside improved lines of communication and engagement with Mitie’s UK-based management.

Unite’s Christian Duo said:

“I am absolutely delighted with the result achieved for our members, but more importantly, I am extremely proud of the support Unite has received from our membership throughout this dispute.

“On both ballots, around 90% of our members supported Unite’s recommendations. That demonstrates the strength of feeling among our members and the confidence they have placed in their negotiating committee.

“We went into these negotiations with a clear mandate from our members for a 4% increase, and I am pleased that we have been able to achieve that mandate for Year One, together with an uncapped inflation-linked increase for Year Two.

“I would also like to thank Mitie for coming back to the negotiating table and recognising that both sides need to work on the relationship issues we have raised. The agreement to meet monthly with local management and improve communication with UK management provides us with a positive framework to rebuild the relationship going forward.

“Finally, I would like to place on record my sincere thanks to our Shop Stewards’ Committee for the outstanding work they have carried out throughout these negotiations and for the continued support they have given me since the commencement of the Global Agreement, ISP and OPC contracts back in November 2007.

“This has been a significant collective effort, and today’s agreement demonstrates what can be achieved when Unite members stand together behind a clear mandate and I hope it also marks the beginning of a much stronger and more constructive relationship between Unite and Mitie.”

PRESS RELEASE

Unite Members at Mitie Defence Gibraltar Overwhelmingly Reject 3% Pay Offer

Unite the Union members at Mitie Defence Gibraltar have overwhelmingly rejected the company’s final pay offer of 3%, with more than 85% of members voting against the offer in a ballot held today.

The result follows months of negotiations between Unite and Mitie. Throughout the process, Unite made clear that it could not recommend the company’s final offer to members as it fell short of the membership’s negotiating mandate.

The overwhelming rejection demonstrates the strength of feeling among Mitie Defence workers in Gibraltar, who continue to face significant increases in the cost of living and believe that the company’s offer does not adequately recognise their contribution.
Following the ballot result, Unite has formally notified Mitie’s senior management that the union has entered into a trade dispute with the company. Members will carry out a walkout on Thursday, with further selective industrial action to follow should the dispute remain unresolved.
Unite has also raised concerns regarding the wider relationship between the union and Mitie’s senior management in the UK, which the union believes has deteriorated over the past year.
The dispute also comes at a time of uncertainty surrounding the proposed takeover of Mitie by OCS in a deal reportedly valued at approximately £3.1 billion. Unite will continue to closely monitor developments and the potential implications for its members.

Unite representative Christian Duo said:
“We thank our members for participating in today’s ballot. The result clearly demonstrates the strength of feeling among our members, with more than 85% rejecting the company’s final offer.

“Our members have given Unite a strong mandate, and we will continue to pursue the 4% pay increase that they have mandated.

“We remain open to positive dialogue and a negotiated resolution, and we call on Mitie to reconsider its position and return to the negotiating table with an improved offer.

“Our members deserve a pay award that properly recognises their hard work and commitment. We hope the company will now take the opportunity to resolve this dispute without the need for further escalation.”

Unite, the union for workers in Gibraltar, have reacted positively to the announcement as to the Gibraltar Health Authority’s acquisition of The Rooke and the transfer of employees and residents to the new facility.

Officials from Unite the union met with the Minister for Health, the Director General and other GHA senior management to commence initial discussions on the establishment of the new site at The Rooke with the transfer of employees and service users from the current ERS sites at Mount Alvernia and the Cochrane Ward, as well as transferring long stay patients at St Bernard’s to the new premises. It was confirmed that the GHA would be acquiring the Rooke site and the service would remain within the current GHA structure and that there would be no change of employer.

Commitments were provided that largely for employees this only represented a change of workplace, further commitments were provided around filling vacancies with the ERS and that The Rooke would remain as part of the GHA and the public sector under the current Government’s vision for the Health & Care Sector. The announcement will trigger a period of consultation with all stakeholders including Unite where any issues and challenges can be resolved ahead of a planned move later this year.

💬 Stuart Davies, National Officer for Unite Gibraltar stated: “This is really positive news and demonstrates an on-going commitment to maintaining public services and ensuring that these stay rooted where they belong, in the public sector. There were a number of rumours and concerns that an announcement could have involved a private provider which would have been highly problematic so this significant commitment to and investment in the public sector is very welcome.

There will undoubtedly be teething problems and issues that need to be worked through, Unite will be engaging with our members and the GHA to resolve any issues or concerns that arise, but broadly speaking the move to a new, modern facility will be positive for members, residents and their families. A number of reassuring commitments were received in our initial meeting and whilst the union recognises that there will be concerns and anxieties within the membership, we are confident that we will be able to work through these successfully via the regular and planned consultation with the employer."
