Wait until November, once the temperature has dropped enough to reduce the fungal burden, and the bulb goes into ground that is working in its favour rather than against it.
The other thing worth knowing is which tulips are worth buying again. The species varieties will come back quite happily year after year.
The really beautiful ones, the doubles and the parrots, have one good year in them, and then they fade away like an annual.
